Russia-Ukraine Peace Talks Stall Again, Only Prisoner Swap Agreed

The latest round of peace negotiations between Russia and Ukraine has concluded without significant progress, with only an agreement on prisoner exchanges reached during the talks held in Istanbul on June 2, 2025.
Key Outcomes from the Istanbul Talks
- No ceasefire agreement: Ukraine’s demand for an unconditional ceasefire was rejected by Russia
- Prisoner swap deal: Both sides agreed to exchange sick, severely wounded, and under-25 prisoners of war
- Body repatriation: Commitment to return remains of 12,000 soldiers (6,000 from each side)
- Continued stalemate: Fundamental disagreements persist on territorial and political demands
Diverging Positions
Ukrainian Defense Minister Rustem Umerov emphasized Kyiv’s insistence on a “full and unconditional ceasefire” lasting at least 30 days across all domains. Meanwhile, Russia proposed only a limited 2-3 day truce in specific frontline areas.
President Zelensky dismissed Russia’s temporary ceasefire proposal as inadequate, stating: “The whole point of a ceasefire is to stop people from becoming dead.”
Russia’s Unchanged Demands
Russian state media revealed Moscow continues to insist on:
- Ukrainian withdrawal from four occupied southeastern regions
- Demobilization of Ukrainian forces
- International recognition of annexed territories
- Military alliance restrictions for Ukraine
- Russian language official status
- Sanctions relief
Path Forward
Ukrainian negotiators expect Russia’s formal response to their proposals by late June. While both sides acknowledge the need for eventual Zelensky-Putin talks, no concrete preparations have been made.
This marks the second failed attempt at direct negotiations since May 16, when the sides agreed to exchange 1,000 POWs but made no progress on ending hostilities.
